Revenue Department Releases September 2023 Collections

Harrisburg, PA — Pennsylvania collected $4.1 billion in General Fund revenue in September, which was $140.2 million, or 3.3 percent, less than anticipated, Revenue Secretary Pat Browne reported today. Fiscal year-to-date General Fund collections total $9.8 billion, which is $167.4 million, or 1.7 percent, below estimate.

Sales tax receipts totaled $1.1 billion for September, $43.1 million below estimate. Year-to-date sales tax collections total $3.6 billion, which is $96.2 million, or 2.6 percent, less than anticipated.

Personal income tax (PIT) revenue in September was $1.5 billion, $89.5 million below estimate. This brings year-to-date PIT collections to $3.8 billion, which is $112.7 million, or 2.9 percent, below estimate.

September corporation tax revenue of $999.8 million was $1.9 million below estimate. Year-to-date corporation tax collections total $1.3 billion, which is $32.6 million, or 2.5 percent, above estimate.

Inheritance tax revenue for the month was $110.2 million, $4.1 million below estimate, bringing the year-to-date total to $366.8 million, which is $3.5 million, or 1.0 percent, above estimate.

Realty transfer tax revenue was $45.9 million for September, $4.6 million below estimate, bringing the fiscal-year total to $107.6 million, which is $15.5 million, or 12.6 percent, less than anticipated.

Other General Fund tax revenue, including cigarette, malt beverage, liquor and gaming taxes, totaled $151.4 million for the month, $16.9 million below estimate and bringing the year-to-date total to $393.7 million, which is $25.8 million, or 6.1 percent, below estimate.

Non-tax revenue totaled $77.3 million for the month, $20.0 million above estimate, bringing the year-to-date total to $262.5 million, which is $46.7 million, or 21.6 percent, above estimate.

In addition to the General Fund collections, the Motor License Fund received $257.6 million for the month, $4.2 million above estimate. Fiscal year-to-date collections for the fund – which include the commonly known gas and diesel taxes, as well as other license, fine and fee revenues – total $812.5 million, which is $6.0 million, or 0.7 percent, below estimate.
