Harrisburg, PA – The Office of Administration received two national awards for human resource management programs that exemplify innovation and advance the profession.
The National Association of State Personnel Executives (NASPE) presented the Commonwealth Mentoring Program (CMP) with its annual award for innovative state human resource management program. NASPE also recognized OA’s professional development initiative for equal employment opportunity (EEO) practitioners for advancing the HR profession.
“As an employer, it is important that we provide our workforce with opportunities to learn and grow throughout their careers,” said Secretary of Administration Sharon Minnich. “We are pleased to once again be recognized by NASPE as a leader among states in human resource management.”
The Office of Administration created both programs to reduce the loss of institutional knowledge and skills as experienced employees retire or transition to other employers. Currently, 16 percent of state employees are eligible to retire. By contributing to the professional growth of existing employees, the programs also support workforce and succession planning efforts within departments.
The CMP pairs mid-level management employees with senior managers to create an individual development plan for the mentee, document a core business process, attend quarterly educational sessions and participate in regular coaching meetings. The mentoring program was also recognized in 2015 by the National Association of State Chief Administrators (NASCA) with the Innovations in State Government award in the category of personnel.
The professional development program for EEO practitioners is a comprehensive initiative to foster learning, communication, knowledge transfer and networking between EEO and HR staff at all levels. The program consists of virtual online forums on various topics, quarterly meetings and partnerships with Governor’s advisory commissions. Having well-trained EEO professionals in state agencies contributes a workplace that is diverse, accessible, inclusive and free from discrimination.
